With the approval of the GSE Operating Rules on 23 February, the procedures and timelines for accessing incentives for renewable energy production plants included in Renewable Energy Communities (CER) and other self-consumption configurations have been defined.

From 8 April 2024, it will be possible to submit applications for access to these incentives, marking a significant opportunity for all those who aim to actively contribute to the country’s energy transition.

The rules, which can be consulted on the GSE website, outline a twofold opportunity for financial support:

-an incentive tariff applicable to all projects throughout the country, valid for 20 years

-a capital contribution, which can cover up to 40% of the costs incurred for the development of energy communities and collective self-consumption configurations in municipalities with fewer than 5,000 inhabitants.

The aim is to promote the development of CERs and self-consumption of energy from renewable sources, with a total budget of €5.7 billion earmarked to stimulate the adoption of renewable technologies such as photovoltaics, wind power, hydroelectricity and biomass.

This initiative not only highlights Italy’s commitment to ecological transition, but also opens up new opportunities for citizens, SMEs, local authorities, cooperatives and associations to actively participate in this process, contributing to the creation of a more sustainable and inclusive energy future.

The Technology Hub has been playing a crucial role in supporting and developing Renewable Energy Communities (REC) for some time now, in a number of ways:

  • By providing experts in the renewable energy sector who can assist in the design, implementation and management of CER projects, offering advice on technical, regulatory and financial aspects.
  • By helping interested parties access state or European incentives dedicated to CERs, through assistance and targeted consulting services.
  • By creating networks between different players in the energy sector, including technology providers, financiers, institutions and local communities, to encourage collaboration and the exchange of best practices and innovations.
  • Supporting innovation in the renewable energy sector through the application of new technologies and business models for CERs.
  • Offering training and education programmes for citizens, businesses and local authorities on the benefits of CERs, renewable technologies and how to start or participate in an energy community.
  • Organising events, communication campaigns and awareness-raising initiatives to promote the advantages of CERs to the general public and stimulate interest in the energy transition.
